Oh its impossible. He started with a 1964 VW beetle pan, which is smog exempt. Funny thing is, there isnt even a peice of the pan left, although he did cut the VIN number out and weld it into the frame.

But the State Of Cali just sees it as a 1964 volkswagen. hahahaha.
 
That's kind of what I figured, the vin plate from an oldie. Pretty common here too, but with jeeps. One guy has like 3 titles and vin plates for a couple of old willys that he is hoarding biggrin
